Dong Yemin called for more balanced efforts in developing a stronger IC industry in Guangdong

Dong Yemin, the chief engineer of the Bureau of Industry and Information Technology of Guangdong Province in southern China, called for a more balanced development strategy to strengthen the province's IC industry and leverage its solid electronic system base.

Dr. Dong, who had the experience of working in Global Foundries before, was appointed to his current position earlier this year, and he addressed the 11th “Songshan Lake China IC Innovation Forum” held on May 14 in the technology town Dongguan City bordering Shenzhen in Guangdong Province.

Dong applauded Guangdong's plan to develop a strong IC industry, recognizing IC as the core of information technology for the province’s economic and social development. He called for accurate and scientific efforts in executing the plan through four areas - industry funds, platforms, universities, and industrial parks. He also said the measures should cover design, manufacturing, packaging and testing, materials, equipment, parts, tools, and applications.

Guangdong Province is home to many of the top electronics systems and brands in China and the world. Dong emphasized that Guangdong should take advantage of this strong application base to develop IC. He pointed especially to three aspects.“First, drive the advance of chip design through the huge demands from the system companies. Second, focus on competitive industries such as the new generation of mobile communications, smart home appliances, automotive electronics, and ultra-high-definition display as well as medical devices. Third, give full play to the role of trade organizations and alliances in bridging and connecting different resources,” he said.

Dong Yemin received a B.S. and an M.S. degree from the School of Physics, Soochow University, and his Ph.D. from Shanghai Institute of Microsystems and Information Technology (SIMIT) affiliated with the Chinese Academy of Sciences (CAS) in 2004.

He then worked for Grace Semiconductor Manufacturing Company (Now Hua Hong Semiconductor) in Shanghai before he joined Global Foundries (Singapore) as a technical manager for nine years. After returning to China, he worked at Shanghai Industrial μTechnology Research Institute (SITRI) in R&D roles.  Two years ago, he became the President of Zhuhai Advanced IC Innovation & Research Institute in Zhuhai, Guangdong Province.
