Six Shanghai municipal government departments have announced an implementation plan to invest at least RMB 100 billion ($ 14.94 billion) in major industrial power projects in the Lin-gang Special Area by 2025, including achieving breakthroughs with IGBT power modules for automotive.

The June 14 announced document of the plan by Shanghai Municipal Commission of Economy and Informatization and other five departments has a focus on developing new energy vehicle (NEV) power cells, hydrogen fuel cells, integrated drive motors and power controls in the automotive power area.

The document calls for more efforts in acquiring technologies of integrated power control, lightweight structure and intelligent control. The efforts will cover critical high-performance power batteries and IGBT power modules, with plans for a NEV manufacturing base to mass-produce new energy batteries and other core components.

The plan also covers core technologies such as large-scale energy storage, trial production of heavy-duty gas turbine equipment, large-scale direct-drive offshore fans mass production, and a new energy power industry and application demonstration base.

Lin-gang Special Area, located in the south of the Pudong New Area of Shanghai, is the new mega-industry zone created by the city government in 2019. It is there that will accommodate most of the new energy power projects.

The Shanghai government’s plan for Lin-gang Special Area is to position it as a leading digital pioneer in the new industries with strength in the industrial internet, highly integrated 5G with big data and artificial intelligence, manufacturing and service processes.
